Guoneng Lingwu Power Generation Co., Ltd. is located in Lingwu City, under the jurisdiction of Yinchuan, the capital of Ningxia Hui Autonomous Region. It is a large-scale pithead power station project planned within the Ningdong Energy and Chemical Base. Serving as a key power supply point for the national “West-to-East Electricity Transmission” initiative, the first phase, comprising two 600 MW coal-fired air-cooled units, began operation in 2007. The second phase, with two 1,060 MW supercritical coal-fired air-cooled units—the largest air-cooled units in the world—was fully commissioned in May 2011 as part of the national West-to-East electricity transmission project.

The Lingwu Power Plant’s centralized heating project replaced 465 small coal-fired boilers in Yinchuan, addressing clean heating needs in Xingqing District, Jinfeng District, Yongning County, and Helan County. It reduced urban coal consumption by approximately 1.32 million tons annually, lowered CO₂ emissions by around 2 million tons, SO₂ emissions by about 110,000 tons, NOₓ emissions by roughly 75,000 tons, and particulate emissions by approximately 400,000 tons, significantly improving urban air quality and demonstrating notable energy-saving and emission reduction effects.

The completion and operation of the coal yard dust control project have reduced environmental dust pollution and minimized coal losses in the yard, making a significant contribution to Ningxia’s “Blue Sky” initiative.
